Sgt completed a lost property report for 10 Roads Express LLC. Missing or mutilated is one Indiana registration plate. It is unknown where the Indiana registration plates is. Attached to the report is an Indiana Department of Revenue International Registration Plan Affidavit for Replacement Apportion (IRP) License Plate and Cab Card Destruction Notice Schedule L Form.
04/02/2024
Officer was dispatched to Ave H/Abbott Drive for auto accident. Officer notified Omaha Police Department.
Officers were dispatched to Super 8, 3000 Airport Drive, for females refusing to leave.
Sgt was dispatched to 3510 N 9th Street to check for a wanted party.
Sgt arrived on location and made contact with wanted party.
Pottawattamie County Dispatch verified and confirmed his Council Bluffs, IA warrant.
Male was placed into custody, transported to the Pottawattamie County Jail, and booked for his warrant.
Officer was dispatched to 3000 N 13th St, Dollar General Store for a reported shoplifter. Dispatch advised that a male had stolen a shopping cart, but had then returned to the store.
Officer arrived on scene and saw a male matching the suspect description standing outside the front doors to the business with a shopping cart filled with bags.
Employees on scene advised that they wanted the male to be banned and barred from their store.
Male continued to yell and curse at Officer and was tensing up while balling his fists. Officer was the only officer on duty at this time. The closest back up would be Omaha if they were available or a deputy who would coming from east of Council Bluffs. Due to the lack of assisting officers available, Officer found it unsafe to handcuff and attempt to detain the male in order to allow Officer to safely identify and issue trespass paperwork. Officer asked Dispatch to call Sgt, who was not on duty, to see have him be enroute to assist. Male did provide his identification by throwing his wallet at Officer. Male multiple times maintained yelling at Officer, swearing, name calling, and making steps toward Officer in an intimidating manner. Male stated "on God's son, you're gonna pay for this shit, homie". Sgt arrived on scene and after multiple verbal commands, male decided to lower his voice and allow Officer to complete paperwork.
Male was issued a lifetime trespass/ban & bar notice for this business which he did sign after still swearing at employees and officers.
Male left property with Sgt.
04/03/2024
Officer responded to the area of the Prairie Flower Casino, 1031 Ave H, for a trespasser. Dispatch stated a white female in a black coat and camo leggings had walked through the construction area of the casino and was now in the area of Strong Box Storage.
Officer was dispatched back to the Prairie Flower Casino to collect items female had left in the porta potty. Once there, Officer had contact with security who found debit/credit cards belonging to people other than female. Also found in the porta potty was a half drank bottle of vodka and two small women’s handbags.
The cards were placed into safekeeping.
Upon arrival in the area, Officer was able to locate female near the entrance of Freedom Park Road. Female stated she left the hotel when she was told. Officer spoke with staff at the Country Inn who wanted her ban and barred. Officer completed the form, banning female from the Country Inn for life.

Vehicle was stopped on E Locust Street. Driver was cited for operating non-registered vehicle, failure to provide proof of financial liability, and no valid driver’s license.
Vehicle was stopped on Willow Drive. Driver was cited for speeding 1-5 over zones 55 mph or less.
04/05/2024
Officers were dispatched to the area of the 2200 block of Abbott Drive for an injury accident.
Investigation continues.
Officer was dispatched to take a complaint report.
Officer was dispatched to Dollar General Store for male/female being disruptive. They had also been disruptive at Kwik Shop. Officer asked male/female to move along.
Sgt could see a wanted party, male walking at the 2200 block of Abbott Drive. This officer knows male and knew he has active arrest warrants. The warrants were verified and confirmed with the Pottawattamie County 911 center.
Male was transported to Pottawattamie County jail and booked for the outstanding warrants.
Sgt completed a lost property report for 10 Roads Express LLC. Missing or mutilated are 132 Indiana registration plates. It is unknown where the Indiana registration plates are. Attached to this report is an Indiana Department of Revenue International Registration Plan Affidavit for Replacement Apportion (IRP) License Plate and Cab Card Destruction Notice Schedule L Form. A list with all plate numbers and VIN number for vehicles was attached to the file.
Sgt received an email of an alleged sexual assault that occurred in Carter Lake, IA.
This incident is currently under investigation.
Officer was dispatched to Casey’s General Store, 1650 E Locust St, for a report of an intoxicated person. Upon arriving on location, Officer saw a female, who was later identified, sitting in the grass behind the dumpsters. Female was sitting, but slumped over face down in the grass and not responsive to Officer when Officer attempted to get her attention. Officer could see female was breathing based on the rise and fall of her back, at this point Officer requested medical response.
Female was transported and turned over to Corrections staff without incident to be booked for public intoxication.
Officer along with PCSO, Cpl, and Deputy were dispatched to 3510 N 9th St for a reported armed party. Dispatch stated that the resident caller had a female neighbor who was making threats.
Officer is requesting warrants for female for assault while displaying dangerous weapon and harassment.
04/06/2024
Sgt was dispatched to the Country Inn and Suites, 2210 Abbott Drive, for a party sleeping in a vacant hotel room. Sgt arrived and spoke with the front desk employee who stated she believes someone is in room 220. Room 220 has a broken door and the door is left propped open. When she was checking rooms this morning she could see the door was locked with the latch from the inside.
Sgt made contact with the male occupant of the room, who did not speak English and attempted to communicate with Sgt via Google Translate. Male stated he was cold last night, homeless and found this room with the door open so he decided to sleep in it. The room was clean with nothing destroyed. Male stated he was sorry and left willingly.
The hotel requested male be issued a ban and bar form. It is unknown if male understands the meaning of the form. Male left the property.
Officer was dispatched to 3000 Airport Rd for a reported disturbance. Officer arrived on scene and in the lobby met with female, who smelled of alcoholic beverage and was unable to stand on her own due to her obvious intoxication.
Officer checked NCIC and saw that there was a protection order through Douglas County District. Dispatch confirmed the protection order was valid.
Female was transported to Pottawattamie County Corrections to be booked on violation of a court order and outstanding warrant. Female was turned over to staff without incident.
04/07/2024
Officer was dispatched to Hampton Inn for an informational report. Upon arrival Officer spoke to the front desk staff who stated that a guest accidentally fell asleep while filling up the bathtub. This caused the tub to overflow and flood the main lobby of the hotel. Prior to my arrival the hotel staff had had already cleaned up the water but they wanted an informational report just in case there was actual damage to the hotel. Officer was advised that this guest booked the room through Expedia so they did not know any other information about the guest except the name. The hotel did not have any other personal information about the quest so they are now trying to work with Expedia to try to obtain more information.
Sgt was approached at the Carter Lake Police Department by male who stated he was just attacked by his male neighbor and long-time friend. Male stated he got into vehicle to drive to Walmart. As male approached the intersection of 15th and Ave P and drove west, male stated male neighbor
got behind his vehicle in his own personal vehicle and traveled west. Male turned south onto 13th Street and male neighbor turned south, accelerated his vehicle to pass male’s vehicle and stopped on the roadway at 13th and Hiatt.
Male neighbor exited his vehicle and approached male. Male had his window down and stated that male neighbor was yelling at him about something. Male started to roll his window up and this is when male neighbor struck male on the left side of his jaw with his hand. Male stated it was not a strong punch because the window was being rolled up. Male stated he did not need medical attention and this officer could see no physical evidence of an assault. Male turned west onto Hiatt Street and was met again by male neighbor. Male drove to the Carter Lake Police Department at this time. Male stated that male neighbor followed him into the parking lot and stated "you going to tell the cops, you snitch" "I'll see you later". Male neighbor left the area.
Male stated he did not wish to press assault charges but wanted police to drive by his house more.
Vehicle was stopped on E Locust Street. Driver was cited for fail to carry registration card and speeding-over 20 mph-zones 55 mph or less.
Officer responded to 3000 Airport Rd, Super 8, for a reported dog bite. Upon arriving on location, Officer went to the lobby and met with staff and an 11 year old male, KT. KT stated that he was walking his dog, on a leash near the water by the lake outside the hotel. While they were walking, two brindle boxer dogs attacked him and his dog. KT was able to run away after receiving lacerations from bites to his right arm and right hand. KT had scrapes on his legs and his shoes were wet from falling on rocks and into the lake. Dog was also bit and showed minor injuries on his mouth and back side. The area this occurred is known to me to be Kiwanis Park and is located in Omaha; therefore, Officer notified dispatch to request OPD and NHS. CLFD personnel treated KT on scene for his injuries and he was released to his mother to be taken to the hospital for treatment.
Officer then met with OPD, NHS, and Carter Lake Animal Control Officer at Kiwanis Park in reference to incident. Animal Control Officer is familiar with the dogs in question and based off the description provided by KT, knew where the dogs lived and have had previous issues with them. They are known to be allowed to run off leash at Kiwanis as witnessed by Animal Control Officer. All parties then responded to address where dogs/owner live. Eventually male resident arrived, after initially denying that his dogs were involved, he admitted to Officer that they had been involved. He stated that he had them off leash and they bit a young boy walking his dog. The dogs were turned over to NHS.
Officer’s report is informational only, since this incident occurred in Omaha, NE.
Sgt was dispatched to 1650 E Locust St, Casey’s General Store, for a theft that had just occurred. The suspect was a black male wearing a gray jacket and black pants. He was last seen headed west on Locust St.
Sgt located a male matching the description walking westbound on the 500 block of E Locust St. When Sgt pulled in behind him and activated emergency lights, he looked back he pulled a bottle of Svedka vodka out of his pants and threw it in the bushes next to the sidewalk and continued walking westbound. Sgt ordered the subject, who was later identified, to stop and he stopped and turned to Sgt. Sgt then placed him in handcuffs and informed him that he was under arrest for the theft of the vodka from Casey’s. Male requested that Sgt take him back to Casey’s for him to ask if they would not press charges if he promises to not come back. Sgt retrieved the bottle and retuned to Casey’s.
The employees stated that they wanted to press charges and ban and bar male from the property.
Male was issued a summons with a court date and ban and barred from the store. Male was given a ride into Omaha and released.
Officers were dispatched to 3510 N 9th Street for a disturbance.
Male was transported to Corrections and booked for interference with official acts and domestic abuse assault.
Male resident came into Carter Lake Police Department to report harassment.
Investigation continues.
04/08/2024
Vehicle was stopped on N 5th Street. Driver was cited for operating non-registered vehicle and failure to provide proof of financial liability.
Officer was dispatched to 3510 N 9th Street for a disturbance. The caller stated male was armed and stole her son’s cat.
Male was moving slow and appeared intoxicated as he was slurring his words and smelled of an alcoholic beverage.
Male was placed in the back caged portion of cruiser.
Officer went to speak with female caller who stated she wanted press assault charges on male. Female also requested a protection order be put in place between her and male. Officer told female it would be noted in officer’s report.
It should also be noted, while Officer was speaking with female, male could be heard kicking/hitting the door of the cruiser.
Officer returned to cruiser and informed male that he was under arrest for domestic assault (simple assault), and interference with official acts. Male claimed he did not do anything wrong.
Male was transported to Pottawattamie County Jail. Male wouldn’t obey simple commands to complete the booking process. Male sat on the ground in the holding and repeatedly kicked/hit the cell door while yelling about being suicidal. Jail staff advised he would be put in contact with Heartland Family Services to see if they can help him.
Male was booked into jail for interference with official acts and domestic abuse assault–Resident/Household Member (simple assault),
The bottle of liquor was disposed of.
04/09/2024
Officer responded to the Jump Start gas station for a theft. It was found that the suspect arrived at the Jump Start in a stolen vehicle. A report was taken.
Investigation continues.
Officer was dispatched to the Best Western, 2510 Abbott Plaza, for a male face down in the ditch not moving.
Upon arrival, Officer discovered the male was just sleeping. Male was identified. Upon running male through NCIC, it showed male’s license was suspended with a license pickup order.
Officer confiscated his ID and it will be sent back to the Nebraska DMV.
Captain was dispatched to 3510 N 9th Street for a physical disturbance. Dispatch advised that there was a language barrier, but could hear yelling and someone screaming to call the police.
Upon arrival, Captain could hear yelling and what sounded like fighting going on inside the trailer. As Captain approached to door, it was open. Upon stepping inside, a female, who was later identified, pointed to the back bedroom.
Upon entering the bedroom, Captain found 2 male parties in a physical disturbance on the floor in the room. Captain drew service weapon and ordered both men to stop fighting, which they did. Captain then radioed for a second car to assist and advised them to step it up.
Upon the arrival of A/O Chief Kannedy, both males were allowed to get up and were removed from the bedroom and taken outside.
Once outside, male victim requested an ambulance. Upon looking at him, this officer could see 3 to 4 gashes on his head that were bleeding and swelling up.
Since neither male nor female spoke English, Captain was going to attempt to locate a translator and was attempting to communicate via google translate.
Upon the arrival of CLVFD, they were assessing the injuries to male and determined that he was going to need transported to the hospital for stiches. Since he would be leaving the scene, Captain spoke to him first to see what was going on today.
Captain was able to collect all his personal information before he was transported to UNMC by CLVFD.
At this time Captain was advised that one of the CLVFD members spoke Spanish and volunteered to translate for me. Translator arrived at my location to assist.
Based off the physical evidence at the scene, both male and female were placed under arrest for assault with a dangerous weapon. Each one was placed into handcuffs, which were checked for proper fit and double locked. They were then placed into patrol vehicle.
Before departing for Corrections, they were allowed to retrieve their immigration paperwork from the house to take with them for safekeeping at the jail.
Both were transported to Corrections by this officer and turned over to jail staff.
04/10/2024
Sgt checked 3510 N 9th Street for a wanted party. Sgt made contact with the homeowner who is the wanted party.
The Pottawattamie County Dispatch Center verified the warrant valid. Female was transported to the Pottawattamie County jail and released to jail staff.
Officer initiated a traffic stop on a White Toyota Celica bearing NE/AAC379. These plates do not belong to the Toyota. Citations were issued for no insurance, operating a non registered vehicle, and no valid license. Both Nebraska plates were removed from the Toyota and seized.
Vehicle was stopped at N 9th Street & Avenue H. Driver was cited for operating non-registered vehicle, failure to provide proof of financial liability, and failure to have valid driver’s license.
Vehicle was stopped at Abbott Plaza. Driver was cited for operating non-registered vehicle, failure to provide proof of financial liability, and no valid driver’s license.
04/11/2024
Officer observed a male riding a bike west on Locust Street from the 400 block. The bicycle did not have a headlight as required by Iowa code 321.397. Officer activated overhead emergency lights around the 200 block of Locust Street and the male began to pedal faster. Officer followed after him and activated emergency siren. The male eventually stopped at the 100 block of Locust Street, west of the Jump Start gas station.
Officer asked if there was anything illegal on male and he said there was not. Male gave officer consent to search his person. In one of his pockets officer located a cloth sunglasses case. Officer asked what was inside of it and male said his meth pipe. Officer retrieved the pipe and found it contained meth residue. Officer also located multiple 9mm sim rounds and a 45 ACP round which male stated he had found on the ground. Male was placed in handcuffs and sat in the back caged-portion of patrol cruiser.
Upon running male through NCIC, he came back as a missing, emancipated juvenile out of Omaha, NE. The entry was made when he was a juvenile; however, he is now 20 years old. Dispatch confirmed the hit and he was taken out as missing.
Male was issued a criminal citation for possession of drug paraphernalia and a traffic citation for improper bicycle lighting. Criminal court date was set for 04/17/2024 at 0900 hours. Officer explained the issued citations to male and he did sign them.
The meth pipe was placed into evidence.
Officer observed a Red Jeep with someone inside of it sitting outside of lot # __.
Officer pulled behind the vehicle and the driver a male later identified got out of the vehicle and approached patrol vehicle. Upon making contact with male, officer asked him what he was doing tonight in the trailer court. Male stated that he dropped his girlfriend off at her trailer and he was heading home when he ran out of gas. He stated that he waiting for his sister to bring him gas. Officer requested his identification which he did provide. Officer ran male's information through NCIC and the results indicated that he had a valid warrant out of Omaha, Nebraska.
Officer advised male that he had a warrant out of Nebraska and that he was going to be placed in handcuffs and detained until the warrant was confirmed.
Officer requested Communications to confirm that the warrant was valid and that Nebraska would extradite him.
04/11/2024
Sgt along with Chief checked a local address for a reported runaway juvenile. At this address located in a camping trailer on the rear of the property was missing male juvenile. The owner of the camping trailer lives in the trailer with his wife and child. Male juvenile is friends with their child.
Trailer owner stated he did not know male juvenile was reported as a runaway and cooperated with law enforcement at the time of the incident. Also on location was male juvenile’s father. Male juvenile was released to his father at this time.
Male juvenile was removed from NCIC by the Pottawattamie County dispatch center.
Officer was dispatched to Country Inn & Suites, 2210 Abbott Drive, to check the welfare.
Male was transported to Corrections and booked for outstanding warrant.
Officer was dispatched to 1650 E Locust Street, Casey’s General Store, to check the welfare. Officer met with female who stated she was a missing person.
Running female through IOWA/NCIC she had a valid warrant through Pottawattamie County District Court.
Female was transported to Pottawattamie County Jail to be booked on her warrant without incident.
04/13/2024
Vehicle was stopped at Abbott Plaza. Driver was cited for failure to provide proof of financial liability and no valid driver’s license.
Officers were dispatched to 2210 Abbott Drive, Country Inn and Suites, for a check the location call for suspicious activity.
Officers informed female and the hotel of the allegations. Female was lectured on exiting windows to avoid the police and Officers left it up to the hotel to make the decision to allow her to stay or not.
Captain was dispatched to Mabrey Park, 1699 Willow Dr, for a male party that had fallen through the boat ramp and was injured.
Upon arrival, Captain spoke with the male party and caller.
Male advised Captain that he was backing his boat into the water and when he was walking down the boat dock, one of the tiles in the floor came up and he fell through. As he was falling, he states that panel hit him in the side of his chest area and he believes he may have a broken rib.
Male was offered, but refused rescue.
Photos were taken of the tile that came up on boat dock and attached to the report.
The Mayor, Chief of Police and the Maintenance Supervisor were all contacted about this incident. Officers were advised to put caution tape up on the dock for now and told Maintenance would be barricading off the dock.
Officers were dispatched to N 8th Street for an unresponsive male.
Officer was dispatched to Lakeside Mobile Home Park for animal bite/attack.
04/14/2024
Vehicle was stopped on N 9th Street. Driver was cited for failure to provide proof of financial liability and no valid driver’s license.
Driver’s license was confiscated and returned to the state.
Officers were dispatched to the Dollar General Store, 3000 N 13th Street, for a very intoxicated male that had tried to buy alcohol and then left in a white SUV bearing Iowa plate. Officer quickly ran the license plate through NCIC and found it came back on a white Lincoln Navigator and was registered to male. Officer also found that male had an outstanding warrant out of Omaha, NE for driving while intoxicated, it also showed a photo of male, and officer found male did not have a valid driver’s license.
As officer approached the Kwik Shop, 1202 E. Locust Street, on Locust Street, Officer observed the suspect vehicle turn westbound onto Locust Street from the Kwik Shop. Officer was able to confirm that male was driving the vehicle as it passed cruiser. Officer turned around and followed vehicle west on Locust Street. Officer activated overhead emergency lights and initiated a traffic stop at N 9th and Locust Street. The vehicle turned north onto 9th Street and parked in the fire station parking lot.
Upon initial contact with the driver, Officer again confirmed it was male and had him exit the vehicle. It was immediately apparent that he was intoxicated as he was slurring his words, smelled of an alcoholic beverage, had red, bloodshot watery eyes and was swaying back and forth while standing up. There was also an opened, mostly full 16 oz “tall boy” Busch Light in the center console. It was later dumped out on the ground. A deprivation time was started at 1822 hours. Male claimed he did nothing wrong and told officer numerous times he did not give officer consent to complete several different parts of the investigation. Officer also observed several empty “tall boy” beer cans behind the passenger seat next to a cooler. Officer asked male if he had insurance on his vehicle and he stated he would need to call his wife; however, he only texted people and then told officer that his lawyer told him not to answer any questions. Male did say that he had been fishing at Big Lake in Council Bluffs and at Carter Lake and that he had “made a mistake”.
Officer transported male to Pottawattamie County Corrections for the data master and implied consent. Officer read the implied consent advisory and requested a breath sample at 1912 hours.
Male said he was done making phone calls and refused the datamaster breath test. Male also refused to sign the implied consent form. Male was not issued a 10 day temporary license since he did not have a valid license to begin with.
Pottawattamie County Dispatch confirmed male’s outstanding warrant.
Male’s vehicle was towed by Arrow Towing to their lot. Officer informed male several times of this; however, he continued to ask where his vehicle was taken to.
Male was booked into jail for fail to provide proof of financial liability-No accident, Fugitive from Justice, open container-driver (21 Years Old or Older), OWI-1st Offense, possess drug paraphernalia, and no valid driver’s license.
The appropriate implied consent paperwork was placed into male’s property at the jail. The marijuana pipe was placed into evidence.
Captain was dispatched to 1202 Locust St, Kwik Shop, for a sexual assault report. Upon arrival, Captain met with female victim.
Captain asked female to tell Captain what is going on. Female tells Captain that she believes she has been sexually assaulted multiple times in the past week and a half. Captain asked female where this occurred, to which she stated, in a tent by the railroad tracks. This area is Omaha PD.
Captain advised female that Captain would be calling OPD to our location to speak with her.
Upon their arrival, OPD questioned female and then transported her to CHI Creighton.
Sgt was dispatched to the Prairie Flower Casino, 1031 Ave H, for the report of a vehicle collision in the parking lot between a white Chevy Suburban and a red Toyota Camry.
Upon arrival Sgt made contact with both drivers and was informed that the white Suburban was backing out of a parking stall and struck the Camry as it passed behind the Suburban. Sgt had the drivers exchange information. A MARS report was completed due to the extent of the damage to the Camry. Photos were taken and added to the report. No citations were issued.
Officer conducted a traffic stop on a red 2007 Chrysler Town and Country for expired registration (February 2024) at 9th and Ave K. The male driver was identified. The van did not have current insurance. Upon running male through NCIC, Officer found his Nebraska license was suspended with a license pick up order. Male was issued citations for no valid driver’s license and failure to provide proof of financial liability–no accident. Male’s license was confiscated and will be sent back to the Nebraska DMV.

Officer was dispatched to UNMC ER for an assault report. The caller who was a nurse, reported a female was in the ER for injuries sustained after being assaulted at the Carter Lake Improvement Club.
A male was also assaulted.

Vehicle was stopped on I 29 S. Driver was cited for fail to change lane upon approach to emergency stationary vehicle.
Officer spoke with female about a missing cell phone. Female advised that around 4:45pm, her husband, was at Lakeside Recycling in Carter Lake and dropped his phone. Once male arrived home, both parties attempted to locate the missing Galaxy A15 using Google's find my phone application.

Officer observed a silver Volkswagen Passat (IA plate) parked in the Country Inn and Suites parking lot, 2210 Abbott Drive. Officer ran the vehicle through NCIC and found the registered male owner, had a felony warrant with statewide pickup through Ringold County, Iowa.
Once Pottawattamie County Dispatch confirmed the warrant, male was transported to Pottawattamie County Corrections where he was booked for outstanding warrant.

Officer was dispatched to Kwik Shop, 1202 Locust St, for a theft report.
Officer spoke with staff who stated that an unknown mixed race male stole alcohol.
Investigation continues.
Captain was dispatched to 3000 N 13th St, Dollar General Store, for a theft that had just occurred. While enroute, Captain was advised a H/M wearing blue jeans and red hoodie had just stolen a bunch of items and was last seen walking towards 13th St.
Upon arrival to the area, I saw a male matching the description given walking through the back parking lot of the Kwik Shop, 1202 Locust St.
As Captain entered the back lot, the male party, who was later, walked behind the Dollar General. Captain exited patrol vehicle and walked to the back of the building. Captain could see male still walking, so Captain called out for him to stop and come back to me. Male turned around, saw who it was, then turned around again and took off running. As Captain rounded the East side of the building, Captain lost sight of male.
Officers were in the area about this time.
Captain was notified by Dollar General staff that they saw male running West on Locust St. Upon checking the area, Officers located male hiding in front of a car in the 1100 block of Locust St.
Male had an open can of beer and a Dollar General bag full of items. Male couldn’t produce a receipt for the items and stated he paid cash for everything. Male also couldn’t give a reason for why he took off running.
During a search of his person, Captain located a receipt in his front hoodie pocket from Dollar General. The only thing on the receipt was a pack of tic tac candy which cost just over one dollar.
Upon returning to the store, staff members identified the items stolen as their merchandise. The total amount of the theft was $58.47. Items were all returned to the store.
Male was advised he was under arrest for theft and interference with an official act. Male was transported to Corrections and turned over to corrections staff.
Vehicle was stopped on E Locust Street. Driver was cited for failure to provide proof of financial liability.
04/19/2024
Sgt completed a lost property report for 10 Roads Express LLC. Missing or mutilated are two Indiana registration plates. It is unknown where the Indiana registration plates are. Attached to the report is an Indiana Department of Revenue International Registration Plan Affidavit for Replacement Apportion (IRP) License Plate and Cab Card Destruction Notice Schedule L Form.
Vehicle was stopped on IA 165 E. Driver was cited for operating non-registered vehicle.
Officer was dispatched to Super 8 to check the welfare.
Officer made contact with male during a follow up visit from an earlier welfare check.
Warrant was verified through Dispatch.
Male was transported to Corrections and booked for outstanding warrant.

Officers were dispatched to 1650 E Locust St, Casey’s General Store, for a report of a domestic assault.
Upon arrival, Officers made contact with caller and female.
Investigation continues.
Officer responded to Avenue K to assist the Carter Lake Volunteer Fire Department for a report of an illegal burn. When Officer arrived on scene heavy smoke coming from a known fire pit in the back yard of this residence.
Carter Lake Fire Department arrived and extinguished the fire.
Male was issued a criminal citation for Open Burning Violation with a court date of 4/29/2024, male stated he understood.
While Officer was on duty conducting city wide routine patrol when Officer observed two white males kneeling down at the side door of Shoreline Golf course.
Officer advised Communications and then made contact with the males who stated that they were just gathering cigarette butts from the ash tray that was next to the door. Officer searched the area and was not able to find any damage to the main golf course building. Male did show Officer numerous amount of cigarette butts in his back pack.
Officer ran both males through NCIC to check for wants and warrants and one came back as having a valid warrant out of Douglas County. Officer requested Communications confirm that the warrant was valid and that Douglas County would extradite. A few moments later Communications did confirm that the warrant was valid and that they would extradite.
Officer advised male that he had a valid warrant and that he was being placed under arrest for that warrant. Other male was allowed to depart property on foot.
Male was placed in handcuffs which were checked for being double locked and for being properly fit. Officer then placed male in the back of patrol vehicle. Male was transported to Corrections where he was booked in on the outstanding warrant.
04/22/2024
Officers were dispatched to an assault call.
Officers observed a white 2010 Suburban (NE/ABL062) parked behind the La Quinta, 1201 Ave H, with the rear window open. Officers found this suspicious as these parking spots are not normally parked in since the entrance to the building is on the other side. Officer walked to the passenger side of the vehicle and observed a glass methamphetamine pipe with burnt meth residue on the center console in plain view. Officer ran the plate through NCIC and found it was registered to male who was identified.
Male was transported to Pottawattamie County Corrections where he was booked for possession drug paraphernalia, possession of controlled substance, and unlawful possession of prescription drug.
Male’s cash was seized and placed into evidence. A property receipt was placed into his property at the jail.
Vehicle was stopped on E Locust Street. Driver was cited for speeding-road work zones (11-20 over), failure to maintain or use safety belts, and failure to provide proof of financial liability.
04/23/2024
Vehicle was stopped on E Locust Street. Driver was cited for no valid driver’s license.
Officer received a call about two vehicles being parked for over three weeks and not being moved.
Two vehicles in front of 940 Key Circle were red tagged.
Offices were dispatched to the Super 8, 3000 Airport Rd, for a report of someone climbing through the window of room 139. Dispatch informed officers that there was not supposed to be anyone inside the room and that there was a bike just outside the window. Dispatch also informed officers that the room was locked from the inside.
Upon arrival on scene, Officers made contact with manager who escorted Officers to the room where he believed there was someone inside. Officer asked manager if he was okay with him breaking the lock to make entry and manager confirmed that he was okay with that.
Officer then proceeded to kick the door, breaking the lock allowing officers to make entry into room 139. Once officers made entry into the room, they proceeded to check if there was anyone inside that was not supposed to be there. Officers found no one inside room 139. Officers then proceeded to clear the adjacent room 137 to see if someone had used the connecting door to switch rooms. Officers did not locate anyone inside room 137.
Officers did locate any evidence of someone having been in the room.
Officers were dispatched to 3510 N 9th Street for a threats call. The caller stated that male was making threats to them.
Upon arrival, Officers had contact with male/female.
Investigation continues.
Officer were dispatched to the Super 8, 3000 Airport Rd. Upon arrival on scene, officers made contact with manager, who informed officers that he had recently received a call from a female officer who claimed to be with the Carter Lake Police Department.
Officers do not have the phone number that was used to call when impersonating an officer. No further information available to identify the female who made the call.
Officers were dispatched to Country Inn, 2210 Abbott Drive for a disturbance. Upon investigating the disturbance male was identified. Upon running male through NCIC, it was observed that he had a Pottawattamie County warrant as well as an extraditable warrant through NCIC out of Douglas County, NE.
Male was placed under arrest for the warrants and was transported to Pottawattamie County Jail where he was taken into custody by jail staff.
The original disturbance officers were dispatched for was unfounded.
04/24/2024
Vehicle was stopped on N 9th Street. Driver was issued a warning for failure to use headlamps when required and cited for no valid driver’s license and failure to provide proof of financial liability.
Officer observed a blue 2002 Chevy S10 (NE plate) traveling west on Ave H, approaching the 900 block. The vehicle did not have either the headlights or tail lights illuminated. Officer followed behind as it turned north onto N 9th Street and activated my overhead emergency lights to initiate a traffic stop. The vehicle turned in behind K&M Tire, 900 Ave H, and parked.
Officer had the driver, later identified as male, step out to speak with officer. Male said he and his wife were just leaving the Prairie Flower Casino. Officer asked about the meth pipe and male claimed to know nothing about it. Officers arrived on scene around this time.
Upon running male/female through NCIC, it was found neither has a valid driver’s license. Male said the vehicle did not have insurance.
Male was placed in double locked handcuffs and sat in the back caged-portion of officer’s cruiser. Male was transported to the Pottawattamie County Jail where he was booked for possess drug paraphernalia possession of controlled substance, unlawful possession of prescription drug.
The vehicle was towed by Arrow Towing to their lot.
Male was issued traffic citations for no valid driver’s license and no insurance. Male was also issued a warning citation for driving with no lights.
The seized narcotics and paraphernalia were placed into evidence at the Carter Lake Police Department.
04/25/2024
Sgt was dispatched to the Prairie Flower Casino to take a vehicle burglary report. Sgt arrived and met with the male victim and security staff standing by male's Ford F250 truck on the north east corner of the parking lot. Male stated he opened the driver’s door and could not find the vehicle keys that he left inside the vehicle. Also missing was a flashlight.
Suspects were not identified.
Victim did not wish to press charges.
Male came into the Carter Lake Police Department requesting a civil stand by at his old residence so he could gather his belongings. Officer transported male there. It should be noted, male and his wife were arrested for assaulting the homeowner. There is now a protection order between them and the homeowner. Female is still incarcerated at the Pottawattamie County Jail. It should also be noted that male only speaks Spanish, so most of our communication was done over Google Translate.
Officer then transported male back to the Police Department and had him make a list of items that were at the house that are now missing. The list is attached to the casefile. Male estimated the Lincoln Navigator to be worth around $8,500. He also said there was $1,640 in cash in the center console. More items are missing.
The Lincoln Navigator was entered into NCIC as stolen in case it was not actually junked and someone is driving it. An Officer will try to confirm if it was scrapped at Lakeside Recyclers in Carter Lake.
04/26/2024
Female came into the station to speak with Captain and file a protection order violation report.
Upon speaking with female, she advised Captain that she has a Domestic Abuse Protection Order on her ex. Female states that in the past few days she feels like she is being harassed by him.
The case is being sent for review.
Officers were dispatched along with Captain to Carter Lake Club for a disturbance. The caller said a female wearing a black turban was trying to fight everybody and was breaking windows out of the residence.
Resident stated she wanted to press trespassing and criminal mischief charges.
After being seen/cleared by medics, she was placed in double locked handcuffs and sat in the back caged-portion of patrol cruiser. Female was transported to Pottawattamie County Corrections where she was booked for criminal mischief, domestic abuse assault, and trespass.
Another female was transported to Pottawattamie County Jail where she was released into the custody of jail staff for violation of protective order.
Officers were dispatched to Mayper Drive in Carter Lake for a report of two intoxicated females making threats to each other.
Officer is requesting a warrant be issued to male for assault causing bodily injury.
Officer initiated a traffic stop based on the suspicion that there was a violation of a judicial order taking place.
Female was taken into custody, transported to Corrections, and booked for operating while intoxicated and four counts of child endangerment-substantial risk.
The case was forwarded to Iowa DHS.
Officer was dispatched to 3510 North 9th Street with Carter Lake Fire and Rescue to check the welfare of an elderly gentleman in the front of the clubhouse. When Officer arrived on scene Carter Lake Fire and Rescue was already talking to the gentleman. They determined that he did not need assistance from them. Officer then started talking to the gentleman to determine what was going on with him.
Male contacted a friend who came to pick him up so male could stay with friend for the night.
04/27/2024
Officer was dispatched to La Quinta Inn and Suites, 1201 Avenue H, for a report of a theft that had taken place a couple days ago. Upon arrival on scene, Officer made contact with a manager for the business who informed Officer that on 04/23/2024 at approximately 0700 hours in the morning their metal silver turtle bell was stolen from the front desk. The turtle bell was valued the turtle at approximately $100.
Manager does wish to press charges and have male banned and barred from the location.
Investigation continues.
Officers proceeded to 3510 N 9th Street to attempt to make contact with male who has an outstanding warrant.
Officers made contact with male at the residence. Pottawattamie County Dispatch confirmed the warrant. Male was transported to the jail where he was released into the custody of jail staff.
While performing patrol duties, Officers observed female/male walking westbound in the 700 block of Avenue K. Officer had knowledge stemming from a call on 04/27/2024 that there was a protection order between the two and they were not supposed to have contact with each other.
Officers made contact with female/male. Pottawattamie County dispatch confirmed that there was a valid protection order that had been served between female and male, where male was prohibited from having contact with female.
Male was placed under arrest for the violation of the protection order. Once placed under arrest male told officers that the bag he was holding containing milk and ice cream belonged to female.
Male was transported to the Pottawattamie County Jail.
04/28/2024
Vehicle was stopped on Airport Road. Driver was cited for no valid driver’s license.
Officer was dispatched to 3510 N 9th Street for an assault that had just occurred.
Officer requested a Deputy respond to the scene with Officer due to the nature of the call.
Officer stayed with male until 78-21 arrived. Male told Officer this is his residence and he lives here with his girlfriend.
Officer made contact with girlfriend who was in the residence.
While Officer spoke with girlfriend, CLVFD transported male to UNMC to be placed into the trauma center for his injuries.
Girlfriend told Officer she and male had been dating less than a year and he does not live at the residence, she said he stays there off and on. They were both at a bar in south Omaha tonight. Female said male had gotten very intoxicated and ended up disappearing. After not being able to find him, female called her son to come get her. Once home she said her and her kids were going to bed when male arrived home and tried to go inside, female told male she didn’t want him at the residence tonight due to how he was acting. After getting verbal, her son got involved and pushed him out the door. Juvenile pushed him again and he fell, possibly causing his leg injuries, then Officer was called.
Investigation continues.
Officers observed a vehicle traveling eastbound in the 1400 block of Locust Street. Officers encountered a vehicle with a headlight out. After pulling behind the vehicle Officer could observe that the back right taillight was broken and out. Officer initiated a traffic stop in the 1500 block of East Locust Street on the vehicle which was a green 2001 Honda Accord (License Plate NE). Upon making contact with the driver I could detect the odor of marijuana coming from the vehicle. The female driver was identified from her Nebraska ID card. Upon searching the vehicle Officer located a black container with marijuana in it. The black container was located between the driver seat and the center console. Officer also observed that there were wrapping papers for smoking on the driver seat where female was sitting. Upon searching female I located wrapping papers for smoking in her front sweatshirt pocket. Field test kit provided a positive test for marijuana. Female was given a criminal citation for possession of marijuana first offense and a court date was set for 05/08/2024 at 0900.
Marijuana was placed into evidence at the police department. It weighed 18 grams as packaged.

Officer responded to Casey’s, 1650 E Locust St, for a reported intoxicated male who was trespassing. Upon arriving on location, Officer located a male laying on the floor of a bathroom stall. Employees advised they had already asked him to leave at which point he locked himself in the bathroom stall. The male was told to come out of the stall which he did and he identified himself. Male was visibly intoxicated; he smelled of alcohol and was unsteady on his feet. Male was placed under arrest in handcuffs behind his back which were checked for fit and double-locked. Male agreed to submit to a PBT which registered .181.
Male was transported to Pottawattamie County Corrections to be booked for trespassing and public intoxication.
Officer was dispatched to N 14th Street for an informational report.
Upon arrival Officer spoke to the caller who stated that an unknown male was in their back yard and then went into their shed for a few seconds and then he departed property Eastbound on 14th and Q.
Caller stated that it appeared that nothing was stolen or messed with while this male was on their property. Officer conducted an extensive search; however, Officer was unable to locate this male. The male was identified as a white male who was wearing red pants, a yellow shirt, a dark tan stocking cap, and multi-colored white, pink, and blue jacket.
Officer was dispatched to Janbrook Blvd for a stolen vehicle report.
Officer completed a NCIC stolen vehicle entry form and submitted it to Communications for entry. At the time of this report there is no new information to add.
Sgt was dispatched to the area of Janbrook Blvd for a male party that had attacked a female party. The Pottawattamie County Dispatch stated the identity of the male who has a bow and arrow and is shooting at the female. This Officer is familiar with both parties. Officer arrived and could see male standing at the end of the driveway unarmed on Janbrook Blvd and female sitting in her vehicle parked in front of the home at 1202 Janbrook Blvd.
Victim refused to cooperate.
Sgt was contacted by an employee who works at Fetts City Super Shop in Carter Lake, IA. Employee stated on Monday April 29, 2024 at 2027 hours fraud in the amount of $2199 occurred at Auto Zone at 4972 Center Road in Omaha, NE. Employee stated that Auto Zone has video and she sent me some screen shots of the suspects. These photos will be added to the case file. Employee stated she called the Omaha Police Dept. but they advised her to contact the Carter Lake Police Department to start the report because they are the victim and that OPD would take it over from there.
Officer was dispatched to Carter Lake Elementary School for juvenile situation.
